DOWNTOWN IMPROVEMENT DISTRICT

Supporting Downtown

Special Services Districts and Downtown Improvement Districts (DIDs) are common for urban communities. Over the past 10 years, Downtown’s workforce has grown by 36% and its residential base by 24%. With that volume of growth comes the positives associated with achieving critical mass, but it also brings a need for enhanced curb appeal, cleanliness and hospitality support — above and beyond standard City services. The new Downtown Improvement District will do just that.

Structure & Funding

The St. Petersburg Downtown Partnership explored various approaches before arriving at the proposed DID. The initial plan was to designate a Special Services District where funding would come from a special tax special assessments levied on properties within the defined boundaries. After owners pointed out that the need for services correlated with the rise in visitors to the district, the St. Petersburg Downtown Partnership shifted to alternative funding sources.

Ultimately, the team established preliminary DID boundaries that encompass the core of Downtown and immediately surrounding blocks, and pinpointed 425 currently unmetered parking spots which will gain ParkMobile signage and become metered at the current rate.
